Unmitigated dust control.

On October 23 2013, the City of Fresno, Fresno's Solid Waste department and Jim Betts, were demolishing two homeless encampments in close proximity to each other and located behind a grain silos south of H Street, North of G Street and 180 Fwy. Demolition started around 8 a.m. north of the canal and rail road tracks in the 1st smaller encampment. A water truck mitigation was used to control dust was used in that one event.The city moved to the significantly 2nd larger encampment south of the canal and rail road tracks. Demolition there lasted considerably longer, about 6-7 hours, and the city used two bulldozers and several workers on foot. There was at no time any water mitigation or any other mitigation effort to control significant dust and PM stirred up in the air in that second and more lengthy demolition event.Encampment residents and advocates present to help protect and gather belongings were not offered dust masks by the city. Bulldozers operated dangerously close to encampment residents. Others and I have considerable video and photo documentation of the event.
