Garbage everywhere.

I live in Mayflower Lofts; next door, is a fenced in dirt lot, and on the other side of that is a larger dirt lot, which runs to Stanislaus St. When I moved in, several City of Fresno garbage bins lined the fence next to us, overflowing with garbage. Neighbors complained to the event hall that backs up the alley, since most of the trash looked like it came from their events; in response, they moved the bins around the corner, behind another building. This initially took care of the smell and some of the garbage that blew around the area, but the bins filled back up, and have now gone a few months without being emptied. Additional garbage keeps piling up, and the homeless and transients in the area have rifled through the bins, tipping them over, and spreading the garbage around. It's now blown into piles in the vacant lots, and its footprint keeps spreading. I called the Solid Waste department to report the problem, but was bounced to code enforcement / the one-call line. There I was told that Waste Management would be responsible; after insisting that these were City of Fresno totes, I was passed along to another number to verify the numbers. That person then asked me to email photos, but gave me an email address that apparently doesn't exist.
