Dust created by street sweeper.

I live in the Willows Mobile Home Park and twice a month they have a street sweeper come in to sweep the streets. The problem is they are not using the water on the sweeper and are raising clouds of dust. I called the managers office 2 weeks ago when this happened and they assured me that it would not happen again. Today the sweeper came by at approx. 1:45 pm and no water on again and again a big cloud of dust. There are a significant amount of senior citizens in this park with health problems that are being made worse by the dust, this week in particular with the fire going on up by Huntington Lake and all the smoke on the valley floor.
