Trash in the alley!

Someone told me about this problem and I personally went that day, January 15, 2013 at 12:45 pm and corroborating the problem, were piles of trash all over the alley, I sent photos of this, today 25 January , at 10:50, I stop to look at the place and found trash in just one pile, and just looked clear traces of wheels of a car that seemed to be there leaving the trash the night before, the neighbors of both streets are Nevada and McKenzie , complain that they clean and does not last 3 days, the unknown people came and throw the garbage, and they are tired of this problem, they want to know if there is a solution or a GOVERNMENT agency can close the alley so it would end this problem of garbage and the gang gather to vandalizing the area!
