Loose Dogs In Cantua Creek area

There are multiple loose dogs in the area from both sides of the street. They are disturbing our tenants and taking things off the porches. We have written to everyone asking them if they own the dogs to please keep them contained. We asked for proof of vaccinations. We have received no reply. Please help.
