Neighbors living in an unsafe housing environment.

My neighbors are living in a household that has trash all over the property. The weeds are waist high and their is Bamboo covering their windows. There is dust everywhere. The landlords push the trash to the back where they proceed to burn it. They also have a barn and evidently the roof appears ready to fly off. The landlords have ignored these concerns I've expressed.
